My hair is platinum blonde, and my skin usually falls into the ';ivory'; category with foundation. I've never worn much makeup because I don't know what looks good with my complexion and features... mascara seems too dark (I have blonde lashes and brows), and any eye makeup beyond that looks silly. Don't get me started on lipstick, either. I do have freckles, but I don't know if that affects anything.

if you dont need foundation..dont use it. natural clear skin is so beautiful and thats really the secret to being beautiful. =) . if you have any darkness under your eyes at all then get a concealer 1-2 shades lighter then our skin tone and put it under your eyes and blend carefully. this will make you even brighter and prettier yet. =) if you have fair skin and hair and even a little darkness under the eyes itwill make you look really weird and contrasted. if you do use mascara make sure that you get evvvery single lash. you dont want the ';half blond/half black eyelash look';. and you could use eaither black or brown it doesnt really matter for you. if you have big pretty lashes then i would suggest using clear mascara. it really does define your lashes believe it or not! =) a really soft pretty pink or a soft gold would look really pretty for eyeshadow but you dont realllly need eyeshadow. just a light glossy pinkish lip gloos would look gorgeous on you. or a nude lip.
if your really bold and older then 16 thn i would suggest wearing black mascara a little bit of black eyeliner on the upper lid and bright red lips...gwen stephanie is pale and has platinum blonde hair and she can full it off so you could too!

Wear a light foundation, not much though! Then maybe some blusher aswell. On your eyes just wear some eyeliner on the top and bottom and some mascara. Dont over do it though! :)
I sometimes just end up starting cheap and using tons products. Do what seems right and I bet your gut will be correct.
